Dear Ocean Beach Community Foundation Supporters,

The Ocean Beach Community Foundation (OBCF) would like to share some details with the community that we have learned as a result of the iterative progress with our attorney and CPA. We plan to host a Community Town Hall on Wednesday, May 15 at 7:00 pm (Point Loma Hervey Branch Library) and hope that you can attend. Please note that we will not be hosting a community forum on the regular 4th Wednesday in April (4/24).

We currently have seven board members, which is significantly less board members than we historically have had to support our priorities. We have been working tirelessly, nights and weekends in addition to our full-time jobs and family commitments, to address the missteps that have transpired. We have also begun reaching out to the former executive board members that were on the board when these financial issues began to enlist their insight and support. We appreciate your understanding during this time and look forward to the progress that will enable us to have the long-standing annual community events that we know and love starting this fall.

Community-led Neighborhood Roundtable: Housing 

On March 27, 2024 a community-led roundtable on housing was held at the Point Loma Hervey Branch Library. The agenda included a full educational session on housing, including short term vacation rental ordinance, data driven decisions, the San Diego Housing Commissions’ Community Action Plan on Homelessness for the City of San Diego, and stories from the OB community.

DesBorder:

Together for a Cleaner EnvironmentBeach Cleanup at Veterans Plaza

DesBorder is a World Design Capital endorsed, community cleanup - with a whale twist, located in Ocean Beach on July 5th. Leading up to July 5th DesBorder will encourage our youth groups and schools to participate in art-making and educational activities promoting environmental awareness. A sculpture in the shape of a whale and created from repurposed materials, will be at the heart of the first cleanup and OB will be the start of our whale’s migration to neighboring coastal community cleanup events throughout the year.All CRV collected in the whale and at the event will be donated to Cans4Books to provide free and accessible children’s books to San Diego communities.Sign up at https://DesBorder.org <https://desborder.org/> to join in on the cleanup.Currently seeking donations and sponsorships to help us build our whale sculpture. Report from the Office of Councilmember Jennifer Campbell District 2

From Councilmember Jen Campbell’s office:

  1. Short Term Rental Ordinance: In regard to the Short Term Rental Ordinance presentation, our office is not bringing forward any amendments at this time. We will inform everyone in the community if and when we do bring forward any amendments to the ordinance. Right now, our office is focused on working internally with City Staff on administrative fixes and adjustments. Again, at this time, nothing is scheduled to come before the City Council. Our office will also like to remind and caution everyone that any changes and amendments to the ordinance will have to be reviewed by the California Coastal Commission which has expressed some concern with the ordinance all together because it is their mission to enhance coastal access for all. Additionally, it can take up to several years for the California Coastal Commission to put this on their agenda which is important to note as well.

  2. Sidewalk Vending Ordinance: The enforcement of the Sidewalk Vendor Ordinance Amendments that were approved by the Council in February will begin Friday, March 29. Again, the Park Rangers and the Police Officers will continue to enforce and begin to apply the new updates to the ordinance. 

  3. Trash Collection Services Consultant Agreement: Our office has received some inquiries related to the trash collection services consultant agreement approval and so I wanted to share that CM Campbell did ultimately support the approval of this item that would approve up to $4.5 million to do this authorities the consultant agreements in a five year timeline. However she did also express concerns about this item during Environment Committee. I have linked here the recording of the committee where you can see the committee discussion on this item and see CM Campbell articulate her questions and concerns. Moreover, this is the first time we, the City of San Diego, are evaluating services and setting up rates for Trash Collection Services so we want to hear from all the constituents and this is a unique opportunity to engage with the costumers and public. A large portion of this will be to fund a strong community engagement effort where the consultants will provide public meetings and forums. Additionally, ESD with the exhaustive public outreach, hopes to also gather emails, phone numbers, and other key contact details that they can use moving forward and continue provide excellent services with their customers in the future. Finally, the CM understands that this is an expensive item but she also understands that this unique process needs to be done as effectively, efficiently, and as swiftly as possible because this will generate the City millions in revenue. It currently costs the City, $72 million to run this program out of the General Fund. Therefore, given the uniqueness and importance of this project the CM ultimately ended supporting it with some expressed concerns. 

  4. Slurry Seal Program: Ocean Beach and the Peninsula are getting some street improvement with our slurry seal program in the months of March and April. Here are the list of streets: Voltaire, Narragansett, Udall, Orma, Temple and Guizot. 

The Ocean Beach Community Foundation will not be hosting a community forum in April 2024. We are focusing our time and energy on catching up on past due paperwork with hired professionals, adopting new bylaws to set a secure foundation for the organization going forward, and establishing a new vision for the future of this nonprofit organization (that will include continued OB traditions).
