The OB Community Foundation is excited to be at a place to open elections to expand the current board. On Wednesday, June 26 a Community Forum was held at the Point Loma / Hervey Branch Library, including a Candidate Forum where we heard from 10 candidates engaged to fill the 9 vacant Board Director seats.

June 26, 2024 Community Forum Recording

Due to elections, the regularly scheduled July 24 Community Forum was moved forward to June 26. Therefore a July Community Forum will not be held. Our next Community Forum will be held on Wednesday, October 23 at 7:00 pm at the Point Loma / Hervey Branch Library.

The newly expanded OBCF Board will plan educational public roundtables, as needed and as relevant topics surface.

OB Mainstreet Association

Ocean Beach MainStreet Association (OBMA) just completed the OB Street Fair & Chili Cook-Off. OBMA sold out all the chili, murals, all event t-shirts, booths, and sponsorships. The Seaside Fun Zone was a huge hit! It was a distinctly OB event!

A huge thank you to all of the community volunteers who worked so hard to make this a fun event for all. After OBMA tallies up all the expenses and income, they hope to add funding to our Clean & Safe program for some needed repairs and additional sidewalk cleanings throughout the summer.

In other news, OBMA board elections are ongoing starting June 26and going until July 10, 2024.  There are 6 people (business owners) running for 5 open spots on the board.

OBMA’s next event, beyond the Farmers Markets every Wednesday, will be September 7th supporting The Inn at Sunset Cliffs with the Sunset Cliffs Auto Show. OB Oktoberfest is scheduled for October 11th and 12th.

San Diego Police Department - Community Resource Officer Report 

SDPD had great success with the command post in OB over Memorial Weekend. Similar set up will occur during the long Independence Day weekend.

New Chief has taken over, Chief Scott Wahl, formerly from Western Division and previous Captain of Neighborhood Policing Division has recently taken over leadership. He has a background in working with homeless population and in beach communities.

Congressman Scott Peters

1) On June 22, Representative Scott Peters (CA-50) participated as a judge at the Ocean Beach Chili Cookoff.

2) On June 20, Representative Scott Peters (CA-50) called on Congress to do more to address preventable gun violence. He is a co-sponsor of several bills that have been introduced in Congress that would make common-sense changes to federal law to ensure safe, responsible gun ownership. (A list of those bills is linked here.)

“The majority of Americans are solidly behind these common-sense reforms that currently languish in Congress. They include a ban on so-called ghost guns that can be built and assembled with a 3-D printer — these guns are untraceable and completely unregulated — a ban on the purchase of assault weapons, and raising the age that someone can purchase a gun from 18 to 21,” said Rep. Scott Peters.

Pending legislation also includes regulations on bump stocks that allow a semi-automatic rifle to shoot up to 800 rounds a minute, effectively turning it into an automatic weapon.

“This shouldn’t be a partisan issue. Gun violence hurts us all,” Rep. Peters added.

To highlight local efforts to address gun violence, Rep. Peters was joined by County Supervisor Terra Lawson-Remer, San Diego City Councilmember Marni von Wilpert, San Diego Police Chief Scott Wahl, and Therese Hymer, president of San Diegans for Gun Violence Prevention (SDGVP) -- which has played a key role in educating the community about the dangers of unregulated gun ownership -- as well as dozens of members SDGVP who attended to show their support.

3) The 2024 Service Academy nomination application is now open. The application deadline is October 18. Students can apply on Representative Peters’ website.

Announced appointment of Deputy Chief Robert Logan as the next Fire Chief, going through nomination and confirmation process; to be in front of Council this July and August.

City Planning Department is seeking community input on infrastructure needs (i.e., streets, lights, sidewalks, etc.). Nominated to be 2nd Vice President for the U.S. Conference of Mayors. Mayor Gloria has been traveling to China to return the pandas to the San Diego City.

The office is excited about the new Police Chief and Fire Chief. City Council unanimously approved the budget for FY 25, including continued funding for public safety, infrastructure, CPPS and ACCF grant funding, and the small business enhancement program. City Council’s community & neighborhood services committee met the day following the OBCF Community Forum to discuss sidewalk vending permit fee, City’s child and youth plan, as well as maintenance and improvement of pools.

Our Current Legislation: 8 Bills in the Senate

  •  AB 1992: Blue Carbon Projects in Coastal Developments This bill would direct the California Coastal Commission to add blue carbon demonstration projects to the suite of factors it considers for potential mitigation when approving coastal development permits, where feasible.

  • AB 2043: Medi-Cal: Non-medical Transportation ReimbursementsThis bill would require Medi-Cal managed care plan providers to reimburse public transit operators for non-medical transportation services.

  • AB 2234: E-Bike Safety Training Program The bill would establish an opt-in pilot program in the County of San Diego to prohibit persons under the age of 12 from riding e-bikes of any class.

  • AB 2259: Bike Smart HandbookThe bill would direct the California State Transportation Agency (CalSTA) to develop and distribute, on or before September 1, 2025, the Bike Smart Handbook for bicyclists based on evidence-based practices and emerging trends.

  • AB 2564: Property Tax Postponement: Senior Citizens and Disabled Citizens Property Tax Postponement FundThe bill would protect senior citizens and disabled citizens from being priced out of their homes due to high property taxes through a program called the Senior Citizens and Disabled Citizens Property Tax Postponement Fund.

  • AB 2666: Public Utilities: Rate of ReturnThe bill would require the CPUC, following each general rate case (GRC) test year, to review which costs, if any, each electrical or gas corporation was able to reduce to achieve profits and to adjust the authorized revenue requirement in subsequent years or the next GRC, as appropriate, based on the actual past costs the corporation recorded.

  • AB 2715: Cybersecurity as a closed session exception under the Brown ActThe bill would add threats to cybersecurity as a closed session exception under the Brown Act.

  • AB 2756: Six Weeks of Preventative Postpartum Pelvic Floor & Core Conditioning Group ExercisesThe bill would establish a 3-year pilot in the County of San Diego for pelvic floor and core conditioning group therapy within the 6 to 12 week postpartum window to help people rebuild the pelvic floor after pregnant.

Upcoming Legislative Schedule

  • Thursday, June 27 – Last day for a legislative measure to qualify for the Nov. 5 General Election ballot.

  • Wednesday, July 3 – Last day for policy committees to meet and report bills.  Summer Recess Begins.

  • Thursday, July 4 – Independence Day Holiday.

  • Monday, August 5 – Legislature Reconvenes from Summer Recess.

  • Friday, August 16 – Last day for fiscal committees to meet and report bills to the floor.

Report from the Office of County Supervisor Terra Lawson-Remer

  • Our grant opportunities, the new fiscal year and application process will open July 1st (Monday)

  • Supervisor Terra Lawson-Remer, and the San Diego County Board of Supervisors passed its $8.5 billion fiscal year 2024-2025 budget (https://www.sandiegocounty.gov/content/sdc/openbudget/en/home.html). After Tuesday's vote, the Vice Chair of the Board of Supervisors issued the following statement:   “This budget reflects the new, proactive direction our County has been heading for the last three and a half years, since I was elected” said Supervisor Lawson-Remer, Vice-Chair of the San Diego County Board of Supervisors. “When you look beyond the dollar figures you see a budget that prioritizes the environment, that addresses homelessness, and expands opportunities for mental health and addiction treatment.   “With this budget we'll continue to upgrade the County’s stormwater infrastructure to protect the local water supply and prevent pollution and toxic runoff from contaminating our beaches, bays and coastlines; and keep leading the fight to clean up the Tijuana River Sewage crisis.   “We’ll also be able to continue tackling the homeless crisis with innovative thinking to clean-up streets, clear encampments, and get people the help they need and into supportive housing; and combat the illegal opioid crisis by increasing fentanyl enforcement, prevention and addiction treatment programs.”
